Education equity is the foundation of social equity.For a long time,there is a big gap in the level of school running due to the uneven allocation of teachers between urban and rural areas in the compulsory education stage.In order to make up for the teaching differences between urban and rural areas,and to pursue the balance of education,the state puts forward a new measure of teachers' exchange and rotation in compulsory education.In 2016,according to the requirements of the state,Binhai New Area of Tianjin also formulated the compulsory teachers' exchange rotation policy which is suitable for the region.During the work of promoting the compulsory teachers' exchange rotation policy,it actively explored the practice and achieved some results.However,there are some problems in the implementation process,because there are really few experiences both at home and abroad that can be used for reference.Considering that the study on teachers' exchange rotation in compulsory education is still in the initial stage,it is particularly necessary to study the teacher exchange rotation in compulsory education.This study mainly used questionnaire survey and interview to investigate the current situation of teachers' exchange and rotation in Binhai New Area of Tianjin.Mainly based on the status of compulsory teachers' exchange in Binhai New Area of Tianjin,it explores lots of problems,like in the process of communicating with teachers in compulsory education phase rotational implementation of utilitarian color,policy distortion and strong teachers passive communication problems such as rotational phenomena.All of these questions are due to the unsound policies and regulations,the lack of supervision and guiding principle,teachers' unprotected interests.Based on the actual data analysis,it puts forward to build the system of civil teacher-servants,strengthen the humanistic care for teachers,and strengthen the policy of incentive evaluation,etc.Practical advice,so that the teachers can participate in the exchange and rotation activities in the area more actively,and finally achieve the purpose of optimizing the allocation of teachers and balancing the development of education.
