With the rapid development of economic society, people’s demand for education is beginning to change, since the founding of the foundation of education popularization, until now the pursuit of high quality education and elite education more accessible. And, as a kind of high quality education resources, which is based on individual teacher’s limited resources supply and social demand for education is contradictory, directly reflects the "choice" arises at the historic moment, and "choice" is the choice of teachers. And teacher exchanges job rotation policy mainly under the leading of the government, through the orderly flow of teachers to achieve the balance of education resources, so as to realize the balanced development of education. For one specific education policy, its implementation effect is good or bad depends on the education in the whole education policy practice policy goal is to carry out, implement and carry out. The content of the upcoming policy ideology into realistic effect. Therefore, this research study the implementation of the local teachers exchange job rotation policy core question is: how to effectively promote the execution of county teachers exchange rotational work, so as to realize the dynamic equilibrium of education in the county.This research mainly adopts literature method, questionnaire survey method, interview method, and policy text method. In order to further understand the present situation of the implementation of compulsory education teacher exchange rotation policy at the present stage, questionnaire survey and interview of L County of Hunan Province compulsory education teachers, based on inductive existing main problems, using comprehensive policy execution model attribution analysis, and for the further improvement of the compulsory education teacher exchange rotation policy, put forward relevant countermeasures and suggestions.This paper is divided into seven parts. The introduction part presents the research background, purpose and significance of research, literature review, the definition of core concepts, research purpose, methods and ideas; the first part mainly from the education equity theory, theory and policy of balanced development based on the development of a comprehensive model to explain the theoretical support of implementation of compulsory education teacher exchange rotation policy; the second part mainly from the national level and Hunan province level describes the historical evolution of compulsory education teacher exchange rotation policy; the third part mainly introduces the basic situation of L from the county compulsory education teacher exchange rotation implementation status analysis of L County compulsory education teacher exchange rotation policy based on the investigation and interview in the questionnaire; the fourth part mainly discusses the problems in the execution by the questionnaire survey in L County of Hunan province compulsory education teacher exchange rotation, and the use of integrated model to policy implementation For attribution analysis; the fifth part mainly from the improvement of the quality of the policy itself, the expansion of policy resources and to coordinate policies outside factors for Hunan Province L County compulsory education teacher exchange rotation optimization and put forward the related proposal.
