Emergency Treatment Mechanism Of The Public Emergency For Institutions For Higher Learning

Since the21st century, along with some significant casualties and property losses, ecological damage, serious social harm, and endanger the safety of public emergencies occurred, emergency management attaches great importance to the research by governments around the world, becoming a "hot spot" of public administration science. Colleges and universities are the most easily affected group public emergency, but also the most easy to popularize and implement emergency management group, so the emergency management mechanism of colleges and universities are of great significance. Based on the research of emergency management system theory, on the basis of comprehensive analysis of the present situation and the management mechanism in colleges and universities at home and abroad experience, the emergency management mechanism in colleges and universities as a case study of Guizhou Normal University, advances some suggestions on perfecting the mechanism of emergency management in colleges and universities. Colleges and universities can do further research of the mechanism of emergency management on the basis of this paper.In this paper, the main content is as follows:The first part, according to the theory of the four famous (life cycle theory, meter, Mr Rove’s five phases theory, life cycle theory and the four phases of Fink, Chinese scholars put forward the five phases theory) as the main research object, analysed and discussed the unexpected emergency management theory, mainly aimed at colleges and universities, the concepts of emergency management, emergency time defining and clear, reasonable for the construction of emergency management in colleges and universities according to the theory basis.The second part, summarized, including the European and American countries and some Asian countries, foreign universities emergency emergency management experience and the enlightenment, its meaningful components, abandoned without the content of the reference.The third part, analyzed the present situation of university emergency incident management problem in Guizhou Normal University as an example, mainly includes the high occurrence of unexpected events, and inadequate response level. Analysis of the causes of six problems at the same time.The fourth part, in view of the third part put forward six reasons, for specific points out that the reasonable solutions and suggestions, including system, perfect management organization, purchasing emergency management mechanism, optimizing the management idea, strengthen management, developing psychological intervention and strengthen the government’s policy support.
