Study On Emergency Management Mechanism Of Emergency Events In College Under Informatization Background

Since we entered into the 21 st century, Chinese social development has entered into quick development era. Basic public security protection is weak. Such social security events that affect social stability and development as all kinds of disasters, major crimes and ecology damages etc. that cause casualties is increasing. Emergency management is supported and paid high attention to by governments and all circles,especially after the SARS in 2003. Chinese emergency management study is entering into a quick development phase. Following the coming of informatization, colleges and universities is no longer the “tower of ivory”. More and more people treat internet as the major resource of information obtaining, information transmission, recreation and entertainment. More and more people use microblog, WeChat etc. to create culture and express emotion. Interior and exterior environment of colleges and universities have changed a lot. Many native factors are affecting harmonious development of colleges and universities to some degree. Emergencies raises in colleges and universities frequently with complex categories, which is a huge challenge to colleges and universities’ emergency management work. In the view of fact, domestic study on colleges and universities’ emergencies started comparatively late. Now we are at the beginning phase and the depth of study is shallow. We lack comprehensive and systematic studies. Mass consciousness on emergency management of colleges and universities’ emergency events is weak. So,comprehensively strengthen emergency management of public emergency events in college under informatization background to largely prevent and relief emergencies’ negative impact on emergency event is a pretty important topic in emergency management study system.Based on inductive research method, document analysis method and other study method, this paper studied emergency management mechanism of emergency events in colleges and universities under informatization background. This paper was divided into five parts: the first part is introduction of the study background, practical significance, existing domestic and international study situation, study methodology and study approaches of emergency management mechanism of emergency events in colleges and universities under informatization background. The second part starts from informatization background and colleges and universities’ emergencymanagement concept to clarify the relationship between the two via literature review to further state the urgency and necessity of studying college emergency event management at information technology revolution age. The third part proposes current situation of study on emergency event management in colleges and universities under informatization background, states major problems as well as their reasons of emergency events in colleges and universities under informatization background. The fourth part talks about perfection of emergency management mechanism of public emergency in college under informatization background,including applicable mechanism before, amid and after the event. The fifth part is classical case analysis which selects current situation and existing problems in emergency management mechanism for emergency events in Guangzhou International Economics College and proposes an emergency management mode concept for a college in Guangdong under informatization background from the perspective of completion.
