The research focuses on instructional competency and effective teaching. First of all, reviewing plenty of relevant articles, studies reports and interviews, factors related to instructional competency and teaching effectiveness are explored and both of the instructional competency and teaching effectiveness scales items are constructed as well. Structural demotions for both scales are finally confirmed after a series of analysis like item analysis, exploratory factor analysis and confirmatory factor analysis.Secondly, in order to know the current situation of instructional competency and teaching effectiveness, and the differences of rural compulsory education teachers with different demographic background in instructional competency and teaching effectiveness, instructional competency and teaching effectiveness of 253 teachers from rural compulsory education in Y county S Majority Ethnic District are investigated by answering the questionnaire. Finally, based on the investigation results, the relationship between instructional competency and teaching effectiveness is revealed under the correlations analysis, independent samples T test and one-way ANOVA. The results found that:1) The measurement of instructional competency and teaching effectiveness. For Y County, instructional competency is constructed by five different demotions, including the competency to form the instruction aim, to reconstruct teaching content, to design teaching process, to select proper teaching methods and to design instruction flexibly, while teaching effectiveness is comprised of five demotions like teaching aims, teaching content, teaching methods, teacher and students, instruction media.2) The current situation of instructional competency and teaching effectiveness in Y County. Generally speaking, both instructional competency and teaching effectiveness level in Y County are above average. Specifically, the competency of teaching methods tops the five demotions of instructional competency, while the competency to design instructional flexibly ranks the bottom of all. Teachers in Y county performance well in all five parts of teaching effectiveness. The effectiveness in teaching aims runs first, teacher and students, teaching methods, instruction media, teaching content from top to bottom.3) The differences to the teachers with different demographic background in instructional competency and teaching effectiveness. Female teachers shows stronger competency than male teachers, while teachers who teach major subjects have higher instructional competency than those who teach minor subject. Primary senior teachers performance better in instructional competency than those teachers whose title is below primary senior and secondary school senior. Teachers with college degree have a significantly higher level of instructional competency than bachelor degree teachers. In terms of teaching effectiveness, female teachers performance better than male teachers, while primary senior teachers gain an advantage over secondary school senior teachers.4) The relationship between instructional competency and teaching effectiveness keeps positive. To be more specific, the higher the instructional competency teachers hold, the more effective their teaching is.
