Teacher competency belongs to the individual characteristics of teachers, and it is a necessary condition for successful teaching and the main training objectives of teacher education institutions. Competency of teachers in rural areas is equipped with teacher's professional knowledge, professional skills and professional values of successful teaching. Competency of teachers in rural areas is a kind of job competency, and is must passed the combined of knowledge, skills, abilities and qualities to adapt to the specific position of rural teachers. This research based on the results of teacher competency at home and abroad, and the research objects are some of China's primary and secondary school teachers in the rural areas. This research by way of survey to know the status of teacher competency in rural primary and secondary school, and try to offer some suggestions to improve teacher competency.The paper consists five parts:In the introduction part, I mainly discussed the origin, purpose, significance, approach and method of this research.Part one is a literature review and definition of research. Fist, analyzed the existing relevant research literatures mainly from three aspects:(1) review of competency research; (2) review of teacher's competency research; (3) review of rural teacher's competency research; Second, defined several important concepts:rural areas, rural teachers and rural teacher's competency.Part two work out a questionnaire. This part summarized eight areas of competency characteristics of rural teachers in the studies, and worked out a questionnaire which includes 50 questions, and all questions are presented in the form of 5 scales. It is used for testing through the issuance of some rural teachers in Shandong Province, then used the software of spssl5.0 to conduct test and revise the questionnaire, finally get the formal questionnaire.Part three are survey and analysis of influencing factors. This part served the status of rural teacher competency and selected some provinces and cities rural primary and secondary school teachers as the research objects. And then, used statistical software of spss15.0 to analysis the level of the overall competency of teachers in rural areas, the competency gap between groups of teachers, the compare with excellent performance group and normal group, and the factors affect the rural teacher's competency and various dimensions which include school type, gender, seniority, education and so on.Part four are conclusions and suggestions. Analysis showed that:Rural teacher's competency in the overall was in the state of basic competence; rural teacher's competency level is lower than urban teacher's, especially in the characters of professional quality, career preferences, and information collection are significantly lower than urban teacher's; excellent performance of rural teacher's competency are higher than the normal performance teacher's, teacher's competency level and performance are positively related; Rural teacher's teaching experience on the impact of competency is significant, but school types, education and gender on the impacts of competency level are not significant. Finally, based on the gap of rural and urban teachers and the human resource management of teachers, give same suggestions to improve rural teacher's competency from the living conditions of rural teachers, teacher's training, teacher's information education, teacher's evaluation system based-competency and teachers working environment.
