The report to the Eighteenth National Congress of the Communist Party of China points out:”We should strengthen and improve education in values,provide compassionate care and psychological counseling,and cultivate self-respect,self-confidence, a sense of being rational, composure, and a desire to excel oneself among the people”, which clearly highlights that while achieving social aims of the party, we should respect the subject status of educational objects and attach great importance to the development of positive qualities of the educational objects.This study is based on the relevant theories of psychological capital to strengthen the effectiveness of the ideological and political education of “post-90s” college students by training and developing positive psychological characters in the process of the ideological and political education.we investigated 489 post-90 s college students in Chengdu by using the questionnaire on the ideological and political qualities of “post-90s” college students designed by the author of the article,and interviewed post-90 s college students and ideological and political workers in universities with semi-structured questionnaires,totaling 49 people.based on these materials and relevant literature,we used the qualitative research to analyze the effectiveness of the ideological and political education of post-90 s college students.Besides,we investigated 594 post-90 s college students in Chengdu with the psychological capital scale for college students and analyzed the statistics with SPSS19.0 by using descriptive statistical analysis,T-test, One Way ANOVA.the result of research shows that the ideological and political education of “post-90 s” college students has made significant achievements in cultivating their lofty ideals and faiths,patriotism and socialist ethics and the legal spirit, but there are obvious shortcomings:(1) to ignore the students’ subjectivity function(2) the lack of effective assessment tool to educational effects(3) teaching contents considered too theoretical and market-oriented(4) problem-oriented educational models widely adopted. In terms of psychological capital, the psychological capital levels of “post-90” college students are relatively high. total score and scores in each dimension are above the average. In every dimension of psychological capital, the levels of optimism and hope are higher than self-efficacy and resilience.the scores of “post-90 s” college students in psychological capital or its every dimension show differences on the variables,such as types of school,grade,gender,the place of birth,student leaders, while they don’t not show significant difference on the variables such as the only child,party member,major. Psychological capital theory applied to the ideological and political education of “post-90s” college students accord with the related theories. When it comes to applying psychological capital theory to the “post-90s” ideological and political education. on one hand, we should develop “post-90s” college students’ psychological capital in general in the process of ideological and political education. on the other hand, we should teach students according to their aptitudes in the process of ideological and political education to make the psychological capital of “post-90 s “college students develop coordinately so as to promote the ideological and political education.
