Research On The Fine Management Evaluation Of College Scientific Research Project

With the rapid development of the number and quality of scientific research project of higher education, the status of scientific research project in universities grow with each passing day. In the current situation, universities should not only focus on service quality, but also the service efficiency, this makes a great challenge to scientific research project management of universities, and the innovation of management method is very urgent. Fine management has made outstanding achievements in business management, it has an important significance to the innovation of scientific research management in universities.This paper systematically introduced the definition characteristics and the theory of scientific research management in universities, then analyzed the theory origin, the main content and the application status of university scientific research management; induced the content of scientific research management in universities. The content of management of scientific research project can be induced from the two aspects of management functions and organizational structure, and the scientific research management in universities is divided into administrative management stage, the reform management stage and the innovation management stage. This paper analyzed the achievement transformation, research funding, evaluation mechanism, information system, evaluation mechanism and the process management five aspect problems and elaborated that “how to implement fine management in scientific research project management”. In the aspect of fine environment construction, need to strengthen the consciousness of scientific research management fine; draw up the planning of scientific research management fine; improve the system of scientific research management fine; intensify the execution of scientific research management fine. Then this paper set up the fine management regulation and management system. This paper apply Fuzzy AHP to evaluate the fine management of the law and politics department in a certain university. At last, this paper put forward five fine management suggestions, including results of the project, project funds, project information system, scientific research project personnel evaluation and project quality.
