For the agricultural college, scientific research must be a significant issue, an important means to improve the quality of researchers, and also a major task in the social development and social service. The management on scientific research is a rather complicated and systematic program, involving researchers, research projects, researching funds, equipments, achievements evaluation, promotion and applications, etc. The standardized and highly efficient management of scientific research can help to arouse the researchers’enthusiasm, to make the utmost use of the funds and equipments, to foster the researchers’abilities, to speed up the transformation of the scientific achievements, and to utilize the scientific achievements in a positive way and to push forward the social progress thereby. In a word, the comprehensive evaluation on scientific management must be of much significance.This research has covered a series of work as follows:First of all, it has attempted to have constructed the indicator system of comprehensive evaluation on scientific management for agricultural college, which includes six level-1indicators: scientific management of the researchers, scientific management of projects, scientific management of funding, scientific management of achievements, scientific management of large-scale equipments, computerized management of the research archives, and twenty relevant level-2indicators.Secondly, it has attempted to have constructed the fuzzy analysis hierarchy process (i.e. FAHP in short) model of comprehensive evaluation on scientific management for agricultural college, which introduced the AHP, in possession of wide application and priority, into the field of fuzzy, so that it would resolve the problem that AHP is confined by the fuzzy judgment. This research has extended the method of counting weights of the fuzzy reciprocal judgment matrix, and improved the method of the consistent test on FAHP. Furthermore, it has also put forward the single and comprehensive hierarchy models of comprehensive evaluation on scientific management for agricultural college.Thirdly, with the evaluation model constructed above, it has carried out an empirical analysis of the levels of scientific research management at some representative agricultural colleges. It has derived respective evaluations from the six level-1indicators and as a whole, and put forward some proposals corresponding to the evaluations.And finally, through the mixed programming of Delphi and Matlab and the socket programming of Delphi and Excel, it has attempted to have initially designed a comprehensive evaluation system of scientific management for agricultural collgeg and revealed its effect in demonstration. It also proposes a prospect into the future of the scientific management and a firm belief that the development direction of the future scientific management will become a dynamic resource for the scientific research effort of agricultural college.
