Professional Evaluation was began in China since 1978,the government implemented the policy of Appointment to the professional and technical personnel in 1986,there is a specific rules and regulations for secondary school teachers that is<the secondary school teachers duty pilot Ordinance>.after the Ordinance promulgated and implemented,the different schools in the lots of regions formed a set of rules and regulations for secondary school teachers' titles.Professional Evaluation involves the vital interests of the majority of secondary school teachers,which can.easily lead to the concern of all secondary school teachers.Therefore,it is very important to probe the Professional Titles of Secondary School Teachers,what can further improve the work of Secondary School Teachers'Professional Titles,and promote the healthy development of education in theoretical and practical significance.In this paper,we will research the question through the four parts,The first part discusses the development process of our secondary teachers'Professional Evaluation?the role and the problem about the secondary teachers'Professional Evaluation,so that we can proposed the related concepts on secondary school teachers titles employment,and we have an initial understanding of the assessment of secondary school teachers titles.The second part discusses the function and location of the Secondary School Teachers 'Professional Titles with the example A secondary school in HeiLongJiang Provence.at the same time,the part also raises that the Professional Title is valuable in incentive function?inter-school balance function and personnel structure to optimizing function.On this basis,it discusses the position of Employment for the principle of Titles Evaluation from the three aspects.The third part discusses the ideal and the reality about teachers' titles from the perspective of the assessment and appointment.As secondary school teachers have the need for a value,so that the Titles Evaluation in reality performance the ability of recognition and desire?the standard barriers and capabilities conflict and subjective evaluation and objectivity of the standard.The fourth part discusses analyze the reasons about weakening function for Secondary School Teachers' Professional Titles.on this basis,the paper makes some strategic suggestions about secondary schools titles Evaluation.
