The judgement of teachers`professional ranks and titles by evaluating theteachers`moral character, capability and achievements in thier work is such acomplex course which includes why to rate, what to rate, who to rate, how to rateand so on that it is not easy to do the work well,so it is worth studying. The purposeto put into practice the institution of judgement of teachers`ranks and titles for thegovernment is to stimulate the proper competition among the teachers and raise thequality of their work, and therefore, to help the development of the teachers`teaching speciality and the the schools in which the teachers work. However,according to the reports and papers about the judgement of teachers`professionalranks and titles I read, and the experience I worked in middle schools for many years,the sharp contradiction caused by evaluating and judging teachers`professional ranksand titles often happens in schools. Therefore, studying the work of evaluating andjudging teachers`professional ranks and titles must be helpful to fulfil the work ofthe jugdement successfully and promote the development of teachers and schools.Judging from the articles and papers about the judgeing teachers`professional ranks and titles I collected and read, the number of the researches issmall and the analysis not deep. After reading so many books and papers about theevaluation of education and teachers, I tried my best to explore and summarise theknowledge about the definition and systems of evaluation and judgement ofteachers`professional ranks and tiltes, compare the similarity and differencesbetween the evaluation of teachers and it, sum up the fuctions and principles of howto evaluate and judge teachers`professional ranks and titles so as to do this researchdeeper. It`s the one of most important achievements in this paper which should behelpful to the later researchers who are interested in this field.In order to find out the problems and controdictions in the work of judgingteachers`professional ranks and titles, I took D Middle School in County CHN,Sichuan Province as my investigating school, then started my survey. There wereseveral problems I found out from my survey: the first one is that the way to select the group members who took charge of making rules and regulations and schemesand index systems of how to evaluate and judge teachers`professional ranks andtiltes was so unreasonable that most teachers in D Middle School disagreed to it; thesecond one is that in doing the work they lacked knowledge and theoretics about thejudgement of teachers`professional ranks and titles as its guides when building thescheme and index systems; the third one is that the approaches to making thescheme and index systems were greatly objected by most teachers in D MiddleSchool; the fourth is that some rules and regulations in the scheme were not clearand exact; The last one is the logics in the systems were confusing and some itemsdisordered, and the ratio of every item in the systems terribly unreasonable. It is allthese reasons that showed it was impossible for them to lay out the scheme andindex systems scientifically. So it is a must that most of the teachers were notsatisfied with them and the controdictions in the work of judging the teachers`professional ranks and titles always happened in D Middle School.So as to find out the solutions to decreasing the problems and controdictions inthe work of judging teachers`professional ranks and tiltes, the key is to lay out thereasonable scheme and index systems. With the full support of all the leaders andteachers in D Middle School, I began the work of rebuilding the scheme includinghow to elect the designer group, how to choose the best ways of building it and theways of calculating the scoring and so on, and finally I laid out the new schemeevaluation and judgement of teachers`professional ranks and tiltes that satisfiedmost of the teachers in D Middle School with the guidance of scientific knowledgeand theories. All the work shows that with scientific theories and ways as its guides,to lay out reasonable scheme for evaluating teachers`professional ranks and tiltesand to carry out it justly is helpful to reduce the problems and controdiction in thework of assessing teachers`professional ranks and tiltes.
