The purpose of the college education is different from the university education,the college education can be served as the bridge connecting the high education,vocational education and the career,and it could make up the lack of the traditional education system.The universities teach the students to be scholars,and the colleges teach the students to be technical masters who not only have a good command of the theoretical knowledge but also master the vocational technique.The purpose of the college education is the college teachers' task.As a result,the team construction of the college teachers not only have something to do with the colleges' development and the quality of the college education,but also influence the achievement of the college education.The college teachers' evaluation of professional titles is key to their team construction,it can be served as the wand which lead the teachers'professional development and encourage the teachers to devote themselves to the college teaching career positively.How to make the college teachers' evaluation of professional titles work well is the focus of many scholars,they have discussed this topic,analyzed the disadvantages of the current work of the college teachers' evaluation of professional titles and put forward their good suggestions.The essay is following the line which contains theory study,example analysis and the suggestion discussion.At beginning,it talk about some theories connected with teachers' evaluation of professional titles,such as Human Resource Management,Motivation Theories,Equity Theory and Teacher Specialization Theory.Then at the fundamental of the fact of the current college teachers' evaluation of professional titles work in Inner Mongolia,the essay expounds the disadvantages and the reasons.Next it talk about the good examples about the teachers' evaluation of professional titles in foreign countries and the other provinces of our country.At last part,it put forward some essential principles that the teachers' evaluation of professional titles work must follow,and some good suggestions about it.The evaluation of professional titles is essential to the teachers'professional development.The college teachers' evaluation of professional titles work must emphasizes double teacher quality.So the system of the college teachers' evaluation of professional titles should be different from that of the university,it should be set independently,which could meet the need of the reform of the college teachers' evaluation of professional titles,promote the teachers' team construction and colleges'connotation construction,and advance the achievement of the college education.
