Nowadays the science and technology develop rapidly, the importance of the knowledge economy grows and the states compete fiercely. Under this background, innovation is very important. The innovation begins with the question, the Problem Consciousness is the basis of Innovation Capacity. Training the Problem Consciousness of the junior high school’ s students is a necessary requirement of traing the innovation awareness and innovative ability of those,is practical performance of the curriculum reform of basic education in the new century, is the objective requirements of achieving lifelong learning and implementing quality education.It is so important to culture students’ Problem Consciousness, but there is a phenomenon in our country that the history education of the junior high school neglects students’ Problem Consciousness. So I conducted this investigation on training junior students’ Problem Consciousness in Ping ding shan city. On the basis of literature researching and investigation analysis, it concludes: the students’ Problem Consciousness is poor.Through analysis and reflection, we believe that teachers ’lack of awareness of the Problem Consciousness, the students lack of teaching materials and teachers’ skepticism, lack of student’s interest in learning history, traditional education model, the obstacle to the skills of student’s question, the impact of educational evaluation are the main reasons to lead to the student’ poor Problem Consciousness.This paper attempts to develop students’ Problem Consciousness from the following aspects:To update teaching concepts, reinforce the importance of innovation capacity and awareness of the problem;To enhance students’ interest and curiosity in learning history;To train students’ Skepticism and critical awareness in learning history;To create a harmonious and democratic atmosphere in the classroom, and to establish democratic and cooperativel relationship between teachers and students;To strengthen students’ basic knowledge and the basic skills in history learning;To use integratly a variety of teaching strategies and methods to enhance students’ awareness of the problem of learning history.To establish the teaching evaluation system which fosters Problem Consciousness and the spirit of innovation as the basic value orientations.
