Problem consciousness is not only the basis of scientific innovation, but also the driving force to promote social progress. In order to cultivate talents in China, we have launched a new round of curriculum reform to develop students’ curative thinking and improve students’ ability of the independent research. Developing and enhancing students’ consciousness of the problem, conducive to changes in the way students learning, to develop students’ innovative spirit, improve students’ practical abilities, conducive to the shift of the modern concept of education, and promote the development of basic education curriculum reform.This research was to analyze of the extensive literature, Problem consciousness of the high school students from observation,query and meta-cognitive ability three dimensions to measure. Through the preparation <The Survey Questionnaire about Students’ chemical Problem Consciouseness> to investigate. We understand that high school students’ chemical problem consciousness at this stage present situation.,and analysis the reason why the students’ problem consciousness are weak. Teaching strategies that develop students’ chemical problem consciousness in the teaching process, which they are create an atmosphere, creation of situational, the boot method and formation model.By the teaching practice, I statistics the level of students consciousness. Pre-test results show that there are no obvious differences between the control class and the experimental class students. However, there are obvious differences after teaching practice.The experimental class students’ chemical problem consciousness have significantly improve.Therefore we can carry out teaching strategies by cult students of problem consciousness to develop students’ chemical problem consciousness and cultivating innovative talents.
