The reform of elementary education curriculum is based on curriculum standard areas, such as teaching evaluation, the reform of teaching materials, obviously, they are so significant for the reform. With the reform of basic education course popularizing and deepening, from the point of the question, which is appearing in the process of reforming basic course, in the end of 2014, the ministry of education held a kick-off meeting for revising the standard of the ordinary high school course, that is to say, revising the standard is becoming a key area and important element for deepening the reform of basic course, also in implementing the task of taking high moral values establishment and people’s cultivation, according to the content of the meeting, it also mentioned that the standard must play a leading role in educating people, such as writing the textbook, teaching, have an examination and evaluation. The standard of high school physics course is a significant basis for writing the textbook, teaching physics, and examination, it leads an important role in the reform of college entrance examination,meanwhile, the college entrance examination is an exam with high advantages and disadvantages which uses the knowledge of textbooks as it’s carrier and is aimed at realizing the three-dimensional goal, the students’ abilities is the main investigation of the exam.so taking a empirical research on the exam and studying the consistency of exam and standard, both of them have of practical and theoretical value.Based on the foundation of combing documents, this study uses the SEC analysis model, a tool of analyzing consistency. The related research in china shows that the model has good applicability. Firstly, determine the program,on the basis of statistics and analysis, make a chart of standard material and knowledge, then according to the chart, have a statistics and analysis about the knowledge mentioned in the college entrance examination from 2007 to 2014. Finally, determine the coefficient of consistency between questions and standard course, analyze it from different ways, such as modules, topics, and level in knowledge. Then according to the consistency analysis model, the emphasis of examination and curricular standard, the coverage of content, make an analysis for the reason why the coefficient is so low from the three sides, the relationship between physics in the college entrance examination and standard course is also discussed in this paper, the deficiency of study is introspected and there is a forecast for future study in the end.The study shows: there is no prominent consistency between questions in exam and standard in the meaning of analysis, the coefficient of consistency is fluctuant between 0.3377 and 0.5030, comparing with the reference of prominent consistency(between 0.72 and 0.73), it has a large difference obviously. It has a quite low consistency in many aspects, such as modules, the material of topic, and inspection for sciential knowledge. On the physical papers, the proportion of investigation about required 1 and experiment is higher than the requirement of standard course, and the proportion in other modules is mainly lower than the requirement of standard. The proportion of investigation about know and cognition is lower than standard, on the contrary, the proportion of investigation is higher about understand and use.
