The Establishment Of China’s Basketball Referee“Occupation” Of The Necessary Exclusive Agency

In our country,the current situation of basketball referees is “amateur”, there are so many of essential issues on the referee’s managements、organization、supervision and affiliation, also from the perspective of the objective, there are few essential managements and little supervision to the referees.The Report at 18 th Party Congress emphasized democracy, equality, justice, devotion to duty and so on. In basketball game, democracy represents players and referees.However,there are mistakes,omissions, unfair refereeing and partiality to the home team in judgments, and make players’ and coaches’ efforts were to no avail, according to these issues, the referees’ problem has existed for more than ten years and cannot be resolved. As a result,if we want to fundamentally deal with the problem,we should professionalize the referees and finally form the third party(referees’ company),which is the referees’ exclusive agency.This text will use methods of documents, comparison analysis, mathematical statistics, logical analysis and so on to analyze the present domestic and overseas condition of basketball referees, seeking to build the premise of the professional mechanism of basketball referee and the practicability to build the professional basketball referee company----the third party.The three party research the practicability of setting up the professional basketball referee company aims to identify the shortcomings and establish the optimized selection system so as to achieve the unified and stable management from the affiliation.On the basis of the existing situation of basketball referees,we should change amateur referees to semi amateur semi professional judgment,then achieve the better and faster development of professional referees,consequently,form the basketball referees’ exclusive agencies---the third party. The research draws the following current problems:1. In our country,the basketball referees are amateur,all referees have their ownjobs, while amateur referees have limited energy and time,and do the part-timejob, Basketball Association cannot fundamentally manage the referees.2. Referees charge “fees”, the hidden rule has become a common practice,whichcausing deliberately black whistle and omission in games.3. We should establish and strength the professional ethics of referees.4. The referee work lack of the perfect legal management.Put forward the feasible methods to solve the above problems, and the feasible study of building “the referee company”:1. Setting up the system of managing referees in root,and signing the Contract ofLabor to convert amateur to semi professionalism,and finally be theprofessional referees.2. On the basis of the anti-corruption policy,strength referees’ ideological andmoral construction,and form “the professional ethics of referees”.3. Complete the sport law,strength the law-based management of referees.4. Setting up the practical analysis for continuing the CBA referees’ work.
