Colleges and universities are the main land to cultivate high-quality talents, talents cultivation quality concerns national prosperity and people’s well-being and state in the future. Since the reform and open policy, our country’s higher education to achieve the leap development of the both number, or have a qualitative leap from the scale, in promoting economic and social development and improve the national quality plays an irreplaceable important role.But in the long run, China’s higher education to adapt to the request of the "new normal" economy, it is necessary to change the pattern of development, the connotation of the the development path of ascension, realize from the quantity expansion to improve education quality.In this paper, by studying the local university leadership competency model, starting from the global university human resources management, exploration and study where a set of suitable for the construction of leading groups and leading cadres competency model of assessment, inspection, training.Local colleges and universities can be based on this model, combinative oneself is actual build quality and ability oriented college leadership cadre selection mechanism, so as to realize the matching of talent and post with a win-win situation.This article is divided into five parts, the first part is to brief the purpose and significance of topics, using literature research of competency research and development at home and abroad were summarized, finally the research train of thought and method.The second part is theory of competency and competency model into the detailed analysis, this paper introduces the concept of competence and competency research achievements in theory.Introduces several common competency model, the principle, method and test model construction.Finally, competency model are compared with those of the traditional human resource management mode analysis.The third part is the key of the research, construction of local university leadership competency model in detail, on the research methods and using the literature research, behavioral event interview method, questionnaire survey method, three kinds of method study, using data analysis method for data processing and refining, finally established the leadership competency model.The-fourth part is based on the competency model of the application of leading cadres of colleges and universities management, from the current assessment, inspection, training of leading cadres of colleges and universities exist problems, through the competency model to improve the traditional cadre management and optimization, so that the model has more guidance in the practical work, and interoperability.The fifth part is conclusion and prospect, briefly expounds the research achievements and shortcomings, and the future development of the competency, and competency development challenges are proposed..
