Fertility policy refers to that a state or region takes attitude by the Government to their reproductive behavior of the population considering the comprehensive strategic interests of society, economy, politics, Resources, ecological environment and the degree of acceptance of the masses. Reproductive behavior includes the number of births, birth spacing and quality. Family planning policy means that in order to achieve coordinated development of population and society, economy, resources and the environment, the government takes a variety of measures to regulate and control population fertility, growth. It refers to that basing on the particular circumstances the Government takes a variety of measures to promote the entire community to birth control in a certain stage of the economic development. YiCheng rural two-child policy of developed areas is one of the typical policy in the process of China’s population type change, for our population policy’ change has significance by "double single" to "a single" to "comprehensive" two tires.Therefore, the research study, literature study and comparative study have been taken. The "rural two-child" policy of YiCheng industrial and commercial village was studied from a microscopic, dynamic perspective. First, the background andsignificance of this paper was described, the relevant literaturewas reviewed and on the basis of these research ideas andresearch methods was proposed. Secondly, the population theoryand population policy was sorted. The connotation of relatedconcepts was described, population theory of Marxism andMalthusian was carded and "rural secondary child" policy ofYiCheng was introduced. Thirdly, the implementation of child policyof the BeiGuan village of YiCheng County was discussed from thereproductive viewpoints and reproductive behavior. Fourthly, onthe basis of the previous text, the effectiveness, the issues and theenlightenment of YiCheng "rural two-child" policy was discussed.Finally, the recommendations of a comprehensive open to ruraltwo-child policy was presented from the reality of YiCheng.The study achieved the following conclusions: First,reproductive behavior and fertility desires of the villagers begantransformation from the tradition to the modern. Second, the "ruralsecondary child" policy of YiCheng has achieved remarkableresults. The policy objectives were achieved, the economies offamilies were improved, social attitudes were changed, and the lifeof women and the growth of children also were impacted. Third,there are also unfavorable grassroots execution caused by thedisadvantages of target management responsibility, difficultymanagement of floating population, revenue unimplemented, familyplanning unplaced and so on in the implementation of "ruralsecondary child" policy. At the same time there is an inverseeliminating of population inequalities of reproductive rights and so on. Fourth, on the whole the effect of "rural secondary child" policyis good."Double single" to "single" and then two-child policy of fullliberalization should be implemented, as well as delayed marriageand childbearing indirect fertility policy. Yet the establishment oflong-term mechanism of population and plans Fertility should beaccelerated.The main innovations were the following aspects in the course:First, the innovation of object is presented. Few researchersdevoted to "rural secondary child" policy of industry and commercedeveloped village in the past. Second, innovation of researchperspective is presented. few researchers discussed theimplementation, the effectiveness, the problems of the familyplanning policy from a dynamic perspective in the past.
