With the rapid development of the economy for over30years, labor dispatching, the special form of employment that have lots of advantages, flexible, convenient, lower costs, catering to the demands of rapid growth of the labor market. The labor dispatch not only has reduced the labor costs and the pressure on the HR management, but also meets the workers’ multi-level and flexible employment demands. Due to the labor dispatching effectively expand the channels of employment, especially in promoting the rural labor transfer has played an important role, and achieved good economic and social benefits, so the labor dispatching has become an important and effective part of our country’s employment market. Because of the special relationship between the dispatching system, labor dispatching form is often as instruments of shirk responsibility and abuse. So that under the non-standard labor dispatching system execution, labor dispatch related party may suffer losses.The employment ways of R bank are various. Its labor dispatching jobs has the characteristics of "temporary, auxiliary or alternative". In the pass few years, it not only witnessed the dispute of equal pay for equal work that happened in other banks, but also faced the occupational injury by itself. Risk control is the key to its dispatching labor management that during the choice of partners, process of HR management, insurance and the organization construction. In the perspective of R bank, this paper analysis and combing R bank risk point in the labor dispatch. In this paper, the first, we use these factors--Registered capital, operating hardware, management system, qualification certification and market analysis, to judge the strength of the partners. Secondly, we want to establish the risk emergency mechanism to deal with the possible disputes. Thirdly, to Strengthen the compensation management and organization, in order to maintain the stability of the dispatching labor team. The last, by strengthening HR management to deal with the problem such as leaks and termination. The target of this paper is to balance the rights of all parties, promote the stability of dispatch staff, and improve the quality of service, we want to find out the measures and advices of risk prevention during the dispatching management. Finally achieve the target that benefit all parties of dispatching relationship.
