With the accelerating process of urbanization, a large amount of rural labors rush into the city, so the emigration of whole family becomes common. Thus the way to participate in the college entrance examinations of the children of rural migrant workers becomes a major challenge owing to the influence of college entrance examination system and city bearing capacity. As a population net inflow’s province, Yunnan’s bearing capacity is not so high. Besides, its higher education resources are extremely scarce, so the problem is more apparent. The aim of off-site college entrance examination is to guarantee the rights to receive education and the rights to take part in college entrance examination equally of off-site test-takers. However, with the policy of off-site college entrance examination’s out, the achievements of policy’s implement are not optimistic. It should be noticed that the formulation of education policy is not equal to the solve of problem. The effective implement of policy is the key to fulfill the aims of the new system.It is well-known that the acknowledge on education policy plays an important role in implement of policy.Based on the phenomenon and doubts, this thesis analyzes policy identity problem and then offers proposals from cognition, attitude and conduct, in terms of policy identity among public, by education administrative staff,test-takers, parents and middle school teachers investigation object, by means of qualitative research and quantitative research.The results prove that public’s cognition to the off-site college entrance examination policy is not high. The public’s acknowledge on off-site college entrance examination policy, decision model of education policy, value orientation of education policy, and public’s expectation and profit and loss from education policy will influence the stakeholders’cognition to off-site college entrance examination policy in Yunnan Province.As to the results, the following suggestions is offered:Deepen the public’s acknowledge on off-site college entrance examination policy in Yunnan Province in terms of understanding and cognition. Improve the public participation in the formulation of education policy to reduce the identity obstacle from the elite decision. Ensure the continuity of education policy, also avoid emergency in education policy to enhance the expectation of education policy from public. Coordinate and balance the interests of all parties during policy-making. Supervise the implementation of the policy lest the destroy from Immigrants for college entrance exams to the off-site college entrance examination policy.
