On College And University Public Sports Services In Jiangxi

With the continually accelerating in the pace of reform and opening up, and the sustained development of the national economy, the government functions of our country have changed, the public service has become an important content of governmental work, in which the public sports service has also become an important part of the public service. As a research focus in the field of Sports, the public sports services have vigorous promotion in range and depth, and university public sports services have become an extension of the governmental functions in the field of universities, and have been highly valued by government departments. This paper used the methods of literature, questionnaire survey and interview method to study on the current situation, organization management structure and operation mechanism of the public sports services in Jiangxi province.The study found that the low degree of the university public sports services is existed in colleges and universities in Jiangxi Province, and the college leaders and sports functional department did not pay enough attention to the university public sports services. The organization structure of the Jiangxi university public sport services is built by the existing sports organization and management structure in the universities, and they adopted the same set of "Management Group" to administer, which can result in the defects of management system and operation mechanism in Jiangxi universities and the problem of confused operation mechanism.The defects of management system and operation mechanism in the Jiangxi universities are mainly existed in as follows:(1) the defects of the operating subject in the Jiangxi university public sports services;(2) the double management is existed in the Jiangxi university public sports services. The confused operation mechanism in the Jiangxi university public sports services are mainly show as:(1) the degree of opening in stadium facilities of the Jiangxi university public sports services did not meet the needs of students;(2) the unbalanced development in contents is existed in the Jiangxi university public sports services;(3) the supervision system of the Jiangxi university public sports services is not perfect;(4) the inadequate reserve of talents in the Jiangxi university public sports services;(5) the fund insufficiency input and the uneven distribution of funds in the Jiangxi university public sports services had led that the university public sports services working was facing great difficulties.In the face of the problems in the Jiangxi university public sports services, the paper put forward the methods to optimize the management organizational structure of the Jiangxi university sports and to ensure orderly operation. Optimization of management organizational structure in college sports includes:(1) to construct public sports service teams in the Jiangxi universities and colleges;(2) to distinguish the responsibility between suppliers and producers of the Jiangxi university public sports services and set of functions and duty to people;(3) to strengthen the production function of the Jiangxi university public sports services, and form the pattern of multiple supply. The different production departments adopt various activities on the basis of their own characteristics to provide different sports services, and to lead the domestic demand relying on the supply. The optimization of operating mechanism includes:(1) The Jiangxi university public sports services must implement effective supervision mechanism. From government to society, all the departments carry out their duties and supervise the university public sports services altogether, and express their own opinions and suggestions through various channels;(2) the Jiangxi university public sports services must establish a scientific evaluation system which regards the citizen demand as guidance, the specific implementation of the university public sports services as basis and the evaluation norm as criteria;(3) to use talent resources of the colleges and universities in Jiangxi to train sports instructors, and take the effective incentive mechanism of rewards and punishments;(4) to make full use of sports resources of the universities in Jiangxi, adhere to the opening up to attract foreign investment, to optimize the structure of fiscal support, and expand financing channels to obtain the "cycle" funds of the sports service.In addition, adhering to the people-oriented concept, the Jiangxi university public sports services, regarding citizens’ sport demand as the fundament, will provide high quality university public sports services to improve the public sports service system, promote the healthy and comprehensive development of people, and make the harmonious development of society.
