With the arrival of digital times, innovative talents are more and more needed by all sectors of society. In recent years, our country has devoted greater effort to quality-oriented education, life-long education, creational education, been aimed at fostering the highly-competent and integrated development people who can adapt to the social development. Under the background of information technology, micro lecture has the characteristic of bantam, topic prominence, refined content, diversiform resource and mobility. The appearance of micro lecture adapted to the need when people are pursuing convenience, efficiency and to learn easily. People could make use of the spare time to independent learning, cooperative learning, mobile learning and eventually realize the idea of lifelong learning. In this paper, I carry on research with literature-summarizing method and content analysis method, elaborate the research background, purpose, meaning and the research status at home and abroad through profound analysis of the collected literature. Besides, I make a discussion and illumination respective to the research features and theoretical basis of micro lecture including Constructivism Learning Theory, Connectivism Learning Theory, Personalized Learning Theory, Informal Learning Theory and Cognitive Load Theory. Combining with the features of micro lecture and the education problems faced by the normal university, I also put forward to the micro lecture designing philosophy and mode, etc. According to the research findings, the micro lecture study of our country pays more attention to education reform area of middle and primary school, the design and development of micro lecture to higher education are much less. Research of micro lecture design has got practical significance among the normal universities which would provide a reference to the later study of colleges and universities. Combinimg the era background, the design and research to nomal umiversity public pedagogy micro lecture could provide theoretical foundation to the prejectors of education field of technology and guilding significance to the normal university public pedagogy stepping out of the perplexed dilemma.
