Research On Organizational Structure Optimal Design Of Individual Competition Committee Of The National Games

The Features of National Games including multi-project settings, training venues and competition venues more and dispersed, multi-category and quantity of participants, long preparatory period, a huge financial expenses, race conditions vary, social influence and so on.Individual Competition Committee of National Games is the main contractor of individual competition, is responsible for the organization of the game.The level of the competition organization is an important indicator of Major Games. In management work of the competition organization, according to tournament goal setting organization, provide positions or jobs, define their responsibilities, and formulate rules and regulations, establish and improve the organizational structure of relationships in all aspects. In order to implement operational management and ensure success of the competition work. Currently, the organization of Individual Competition Committee of National Games varies which have no normative model. How to scientific management Individual Competition Committee of National Games, ensure the quality of the competition, improve the effectiveness of competition which is a important issue.In this study, by use the method of documentation, field research method,expert interviews, questionnaires, Delphi research method and so on. The organization of Individual Competition Committee of National Games as the study, research focus on the functions, quanlitiesr and duties of the department, and optimal design of Individual Competition Committee of the National Games.The results found the individual competition committee have no clearly defined in the National Games and other large multi-sports, but the function is same which is responsible for the competition organization as the core institutions in multi-sports. The function is similar of the department, the staff positions of offices with a certain regularity, Sports differences and work content lead to the number of staffs are different, just need refer to the actual situation.The number of department is different and the responsibilities have no clear classification of Individual Competition Committee.Therefore, organization of Track and Field competition committee of the 12 th National Games as for the specific analysis study, According to the feelings of staff during the run of Track and Field competition committee, investigation and analysis the number of departments, the functions division of departments, the conflict between of office and decision rights. the result is the function of departments positioning is clear and the overall effect is good. But there are some problems just as a difficulty of personal management, communication is difficult, greater costs and so on, the reason which is too many departments lead to huge agencies.On this study, according to the management of the organization structure design principles optimized research on the number of departments and division responsibilities of departments of Track and Field competition committee of the 12 th National Games. According to the principles which are the functions of integrity, simplify and efficient, management span of moderate, flexible and Suitability. Using the Delphi method by two expert survey defines the functions of Individual Competition Committee, the specific job functions were classified, the key functions of the body were determined. Finally, classified on duty, corrected the agency name, merger on the number of agencies, proposed a flexible ten institutions setting template.The results show that the key functions of the body to define the individual competition committee, responsibilities clear classification, after the name of organization unified, Its institutional settings can be arranged in accordance with the actual needs of the combination, ten institutions suitable for the Track and Field competition committee of the National Games, at the same time it is a flexible template, which is also can be used as a reference for other sports items of the National Games and other multi-sports. To achieve this optimization purposes, must be designed from the top, by the State Sports General Administration issued a formal standardization documents about institutional settings of the individual competition committee.
