With the continuous development of society and the rising demand of mankind, the construction of lifelong education system has become the only way for the development of education. Open University, which is guided by the concept of lifelong education, is now gradually developing under the help of the national policy. With the continuous development of computer network technology, online education has caused a strong impact to the traditional education. While in our country, open education is still facing the problem of fairness and openness. Under such background, MOOCs is developing rapidly and sweeping across the world, creating favorable conditions for sharing educational resources equally in our country. Nowadays, the construction of Open University is still improving gradually and it will definitely contribute to the fairness and internationalization if such construction can be integrated with the concept of MOOCs.Firstly, we learned about the current situation of MOOCs by studying both the domestic and foreign literature. Through the research on Coursera, which is one of the three biggest MOOCs platform, we summarize the connotation of MOOCs(Massive Open Online Courses) and its characteristics which distinguish MOOCs from the past open online courses. Secondly, in order to analyze the feasibility of applying MOOCs in Open University, we conduct a research using the method of interview and questionnaire to acquire the information of the acceptance of MOOCs from the local students of Open University. The statistical analysis of the research data shows that the learners had a certain understanding and high acceptance of MOOCs after experiencing it. However, the result also shows that certain factors, e.g., students’ maladjustment while using MOOCs learning mode to study, the lack of professional teachers in Open University and low completion rate of MOOCs itself, may affect the application of MOOCs in Open University. Finally, in view of the above findings and the operation mode of Open University, we propose a strategy to promote the application of MOOCs in Open University from three aspects respectively: the learners, Open University and department of education management, which contains cultivating the learners’ ability to study online, constructing the learning environment of MOOCs in Open University and the support of policy provided by education management department.Through this paper, we wish to provide a reference for the reform of Open University construction, so as to boost the fairness of open educational resources and strengthen the capability of realizing the concept of lifelong education in Open University in our country.
