The German higher education of 19th century played a very important role in the history of world higher education. The rise of German higher education had a profound effect on the development of world higher education. The new idea of a university which was embodied by the principle of "the unity of teaching and research", "academic freedom" and "academic independence" reshaped the traditional development model of university of Middles Ages entirely. With the foundation of Berlin university, higher education was formally stepped into a new stage of modern era. The adjustment of organization structure (the status change of the faculty of philosophy) and the advantage of institutional innovation (the establishment of seminars and graduate schools) was not only improved the development of German higher education and science and technology but also had a significant impact on other countries’development of higher education. The overall rise of German higher education and its achievement presented the great power of a developed higher education to improve social development and progress and made a great contribution to promote the development of higher education continually. In view of the influence of the rise of German higher education of 19th century, it is necessary to study the process of rising and find why and how it happened in Germany thoroughly.The research aims to explore the process of rising of German higher education from the perspective of history development. Specifically, the thesis will summarize the development of German higher education from the period of Middle Ages to 19th century firstly. And then make a detail analysis of the background, process, symbol and meaning of the rise of German higher education in 19th century to show the panorama of the development of German higher education from decline to prosperity, from tradition to modernity and from desperate to glory. Finally, according to the research, the thesis lead to the conclusion that the rise of German higher education in 19th century attributes to the development of traditional ideological culture of which rooted in the development of German classical philosophy deeply and the organizational and institutional innovation. The value of the reform of German high education of 19th century and the historical experience of the development of German higher education are conducive to the reform and development of China’s present higher education to a certain degree.
