When it comes to 17th century, France,as the traditional continental European power, in which the presence of domestic political is stable, comprehensive national strength has been increasing. With alternating influence of the Renaissance, the Reformation and the Enlightenment, rationalism and humanism widespread. New ideas, new words, new order from the collapse of the traditional practice of political philosophy, economic development, cultural progress, all aspects of scientific development foundation. Population continues to be stable, the city district gathered higher education and economic development has laid a foundation to lead the Enlightenment rationalism and science Siwei Ti content and the level of higher education, the establishment of a large number of colleges, specialized scientific research institutions appear to promote higher education in France to prosperity.Founded in the middle ages, French higher education is known for the Paris University,which is considered as the original of all the university.However,when it comes to the Great French Revolution,a new type of research institution was established, including French academy of science.These schools foster a group of scientists,thus had profound impact on later generations.And also contribute a lot to form the modern sense of scientific spirit,shape the world-class scientific elite. In 18th century,traditional university couldn’t keep up with the pace of social development,a batch of colleges emerged.And a series of law was promulgated,aiming at shut down all the traditional universities and put all the resources to the colleges.The college,introducing the modern science content,begins the process in modern sense.In 1799, Napoleon Bonaparte,as the governor of France,promulgating a series of laws called《Napoleonic Code》,starts centralized education system.The system,making a institution called Imperial University,monopolized country education,legally focusing on developing college education.From the number of celebrities, from 1750 to1830, the number of French educator celebrity beyond the world over the same period, reaching the peak level.the number of enlightenment thinkers occupied European countries over the same period about 60.5%, accounting for the number of scientists 31% over the same period the total number of countries. This fully shows the strength in France, science and technology, culture toward prosperity period of higher education plays a vital role.The history shifts a lot.The useful attempts during the later development of higher education hint us.Thought Innovation in Higher Education leads the development, keen to detect and seize the opportunities of social progress and development, foster innovation soil, strengthening of Higher Education, to build mutual communication, organic convergence of innovative society is the fundamental driving force.Government-driven and improve top-level design is the system which ensure the development of higher education. Providing ideas, talent, technology to ensure the development for social development. Respecting for the law of development of higher education and grasp the scale of autonomy,which ensures the viability of its progress.
