Research On College Students’ Entrepreneurship Public Welfare Fund System In China

With the enrollment expansion of colleges in 1999, more and more college students couldn’t be employed, entrepreneurship as an important way to solve the employment situation, have received widespread attention, but college students’ entrepreneurship has been a major constraint, they face the common problem which is finance. The students’ entrepreneurial public welfare fund can greatly promote the development of College Students’ entrepreneurship. In this paper, through researching domestic and foreign college students entrepreneurial public welfare fund system, in order to put forward the construction and improvement of rational suggestions of College Students’ Entrepreneurship public welfare fund system, so as to better promote the university students’ innovativeundertaking, promote the innovation of economic development.This paper is divided into five parts:The first part is the introduction, mainly on the university students’ innovative undertaking the research background, research significance,research methods, Chinese college students’ entrepreneurial public welfare fund system and the current research status explains.The second part is the overview of college students’ entrepreneurship public welfare fund system, mainly on entrepreneurship,college students venture public funds concept definition and analysis,probes into the development of entrepreneurial public welfare fund system of college students and the contemporary value.The third part analyses the development and characteristics of college students’ entrepreneurial public welfare fund system in USA,British and Japan. It is found that the proposed of our country college students’ entrepreneurship public welfare fund system, including the formulation of comprehensive legal protection system, increase capital investment, and actively guide the business direction.The fourth part is the important points, mainly analyzes the current situation of the development of College Students’ entrepreneurship,public welfare fund system each participation main body in shanghai and its legal relationship, through researching on Shanghai Technology Entrepreneurship Foundation for Graduates(EFG), to fond the gains andlosses of Shanghai College Students’ entrepreneurship public welfare fund system under the supervision mechanism, risk prevention and control mechanism etc.The fifth part is the conclusion part of this paper, through the analysis and research of the construction and improvement before, put forward rational suggestions of College Students’ Entrepreneurship public welfare fund system, including specific construction project selection mechanism, control mechanism, risk supervision and incentive mechanism, failure tolerance mechanism, exit mechanism and legal responsibility.
