The Optimization Study Of Chinese Government Statistic Information System Based On Some Foreign Experience

Informatization is the development trend in today’s world, and it’s an important force to promote economic and social development and for change. The development and utilization of information resources is not only the core of the entire informatization work, but also the foundation work of t informationization construction. As the deepening of our country’s marketization, we have a higher requirement for the statistical modernization and informatization. As an important aspect of statistical informatization, the Statistical Information System plays a crucial role to the statistical work.Firstly, we reviewed some studies about the government Statistical Information System and the statistical production and organization, find a breakthrough for this research. Then we summarized the main issues to be studied in this paper, describe the research methods and processes briefly, build an overall description of the study in this paper. Next, we explained several concepts and theory, including statistical informatization, statistical production process, Statistical Information System and statistical information technology, provide the theoretical bas is for the research of this paper.Secondly, we analysis of the optimization experience Netherlands Statistical Information System in detail, analysis of the optimization experience about Sweden, Canada and Australia briefly, aims to seek valuable experience abroad which we can learn. Combining with the optimization experience of the countries whose statistical informatization is more developed, investigating the actual situation of our country’s Statistical Information System and statistical organization, we find our current problems of the Statistical Information System. Our Government statistics of the department’s Statistical Information System uneven, specific problems still exist in: Internal statistical organizations lack of incentives and growth momentum for technical developers, subsequent maintenance, improve, upgrade, improve and work product of statistical software lack of profit-driven and long-term accumulation; Statistical Information System network security is weak; Statistical Information System "dual track" running; Statistical Information System stability and compatibility is not good; Statistical Information System data analysis is poor; Statistical Information System function is imperfect; Grassroots county statistical hardware conditions and the quality of personnel is poor.In the last, combining with foreign experience and the current situation of China, we put forward that the government Statistics should have its independence from related interest groups’ interference. System optimization should combine with the changes in the organizational structure of statistics, the ultimate optimization goal of our government Statistical Information System is: standardization and integration. And we point out the current job though three aspects: statistical production and organization, Statistical Information System itself and the internal and external environment of statistics.
