Education is the key element of the relationship between the national talent development strategy and enhance overall national strength. Exams, as an important approach to select talented, are widely adopted by more and more examination institutes. Thus, education & examination institutes emerged as the times require. With the coming of knowledge-driven economy era and the development of market-oriented economy, education & examination institutes are gradually being influenced by the market, many national or regional education & examination institutes started transforming their functions to adapt to the social and economic development. Recently, education & examination institute of Heilongjiang made great progress in terms of promotion of parallel application, set up of admission batch, modification of examination regulations, construction of standardized testing centers, expansion of examination etc, all of which are acknowledge by students and parents. But as we push the reform of examination & recruitment system deeper, with the professionalized service of educational assessment, substantial increase of exams, and the security of exams are now at a serious condition, all of which require the transformation of functions of education & examination institutes. As the public institution, the education & examination institute of Heilongjiang is faced with the reality choice of "classification" reform. Only to face the challenge, and the difficulty, to reform actively, will ensure the success of reforming the examination & recruitment system in Heilongjiang, and let the students who participate in exams be benefited from the results of national education & examination reform.This thesis takes the education & examination institute of Heilongjiang as the study object, and implements the theory of the third sector, theory of performance management, and motivation theory, uses the development experiences of education & examination institutes in Britain, USA, as well as in Hong Kong, Taiwan, Beijing, Shanghai, Tianjin, through comparative studies horizontally and vertically, to analyze the existing phenomena of having too much political intervention, misplaced position of jobs; mismatched personnel, suffocation of professional procedure; singleness of staff origin, inappropriate staff structure; overload of tasks, low level of salaries, etc. The article tries to design a map of development and reform: Which is, take "Outline of National Education Reforms and Development of Mid/Long Terms (2010-2020)" and "CCP’s Decision on Major Issues Concerning Comprehensively Deepening Reform" as guiding ideology, Reform the examination form and content, to speed up the process of the specialized agencies; to implement the "State Council on deepening the reform of admissions exam system", "Implementation Opinions on classification reform of public institutions guidance" and its supporting documents as its mission, adhere to the separation of management system, unified coordinated, goal motivation, the basic principles of establishing service oriented; the overall objective of the reform and completion time node, which is completed in 2015 from the participation of public management unit transformation for the two types of public institutions classification reform goal,2017 to complete the comprehensive reform of administrative and internal structure adjustment goal, completed in 2020 to deepen the reform goal of establishing corporate governance structure; put forward safeguard measures: the implementation of dynamic compilation, personnel agency; enhance the consciousness of scientific research, improve the ability of scientific research; conversion mechanism, improve the personnel system; the implementation of performance wage, improve the social security system.
