In our country,the college entrance examination is an important means to select talents and improve the national scientific quality,and the comprehensive reform program of the new college entrance examination,as a powerful lever for the provinces and cities to regulate educational resources and the policy guarantee to promote the development of education,will directly affect the smooth progress and implementation of the new college entrance examination reform,and thus have an important impact on improving the quality of citizens and promoting the social and economic development of the country.On the basis of systematic combing and in-depth study of the Implementation Opinions of the State Council on Deepening the Reform of the Examination Admissions System and the New College Entrance Examination Reform Program in various provinces and cities,this study,supported by the theory of educational policy analysis and multi-intelligence theory,and based on the analysis of the total amount,elements and program subjects of the policy text,uses NVIVO quality research software from the five dimensions of guiding ideology and basic principles,overall objectives,main tasks and measures,and safeguard measures.The policy text of the new college entrance examination reform program in the pilot provinces and cities has been excavated in depth,compared with the research,to explore the problems that are difficult to observe directly in the reform plan of the new college entrance examination,and to explain the results and problems of the comprehensive reform program of the new college entrance examination,so as to provide reference for the improvement of the reform program of the new college entrance examination.This study on the collection of 91 new college entrance examination reform policy text in-depth study found that the new college entrance examination reform in the early pilot has made important progress,academic level examination reform makes the "selective" education reform concept deeply rooted in the hearts of the people;To promote the reform of their talent training model,the classification entrance examination of higher vocational colleges has improved the suitability of students and colleges,and the supervision and management system has been more perfect.At the same time,we can also get a glimpse of the existing problems in the process of promoting the reform of the new college entrance examination in our country.Due to the influence of proposition ability and the presentation of examination results,the risk of unfairness hidden in the reform of academic level examination is caused,in the comprehensive quality evaluation,the lack of evaluation letter flow in form,the increase of college admission risk is a more prominent problem at present;All the above problems are caused by the reform of the new college entrance examination in our country under the influence of historical inertia and the current social reality conditions.Therefore,this study focuses on the implementation of China's new college entrance examination reform and the main content of the program,in the comparative analysis to find the new college entrance examination reform of the beneficial progress,excavate the new college entrance examination reform for reference,and then provide reference for the broader reform in the future.This study focuses on the text of the reform policy of the new college entrance examination at the government level,and the promulgation and implementation of these policies have created a good institutional environment for the selection and training of talents and the improvement of the quality of the people,and also provided a strong policy guarantee for the development of China's educational cause.According to the research,the reform of the new college entrance examination can be considered from the following points in the process of the evolution of the follow-up reform: First,strengthen the capacity-building of academic level propositions,improve the evaluation system of academic level achievement.Second,strengthen the reform of comprehensive quality evaluation,give full play to the leading role of colleges and universities in the comprehensive quality evaluation,and thirdly,we are solving the difficult problem of course selection,perfecting the system supply,making a good transition and convergence between the new college entrance examination and the existing college entrance examination system,and perfecting the admission management system that the university and the new college entrance examination are suitable for.Fourth,innovative talent training model,the implementation of dynamic allocation methods,optimize the grade allocation program.Fifth,integrate the enrollment model,expand the source of students,optimize the examination structure,increase the focus on selection.
