After more than 30 years development, Chinese non-government education has become an important part of Chinese high education system. Sichuan is a province with large population in China, the non-government education of which has seen considerable expansion over the past several years. With the advent of transition periodthe new phase of non-government education development, non-government colleges in Sichuan is undergoing a substantial shift, which is from quantity expansion to connotation construction, from disordered management to the phase of corporate governance.Great impact has been made by national education policy and its implementation in the period of transition. For a long time, the policy for non- government higher education was lagging behind the practice of non-government higher education, lacking of operability. For the purpose of overcoming these issues, it is essential for us to research and adjust the current policy on macroscopic perspective.In accordance with the present development situation of non-government higher education in Sichuan province, this essay has analyzed the problems in the current education policy from two perspectives of policy research, namely, the policy direction and policy distortion. The main contents of this essay have covered the following aspects. Firstly, this essay summarized the development process of Sichuan non-government higher education and its policy innovation; And this essay analyzed the implementation of current education policy concerning Sichuan non-government higher universities. Then, the essay analyzed current policies on perspectives of policy direction and distortion. In conclusion part, this essay put forward the basic guiding principles to optimize current policy and relevant solutions under the perspectives of policy guidance and distortion.
