From January1,2009, Premier Wen Jiabao, on the standing committee of statecouncil announced that obligation education schools performance pay system hasbeen implemented, and “Obligation education school about implementingperformance salary guidance” has been implemented. Then, a series of auxiliarypolicy has been issued. From the content of the wage policy Compulsory educationcan be seen, and its overall goal is through the issuing performance salary, motivatethe staff engaged in education teaching’s enthusiasm, in accordance with the law,improving their treatment, make these good teachers can stand in their educationteaching post. So as to promote the development of the cause of our countrycompulsory education. So far, obligation education teacher performance salary policyhas adopted more than three years, although a certain degree, improve teachers’ pay toimprove their enthusiasm. But in the policy implementation process, because therelevant government departments, schools and even some of the inappropriatebehavior teachers implementation, leading to the implementation of the policy of theeffect and the policy objectives appeared a lot of deviation. In order to make clear inthe policy implementation process in the distortion behavior, and led to how thedistortion of the results, and based on the practical research to find out problems, andputs forward the corresponding measures to avoid.This paper mainly has five parts.
