At present,China is in a critical period of economic transformation and upgrading and industrial restructuring,and there is a strong demand for high-level skilled personnel.However,at the present stage,the structural contradiction of higher education in China is prominent and the tendency of homogenization is serious,which makes the supply of talents unable to fully meet the social needs.In October2015,the Ministry of Education and other three ministries jointly issued the Guiding Opinions on Guiding Some Local General Undergraduate Colleges and Universities to Transform into Application-oriented ones,which calls for adhering to the principles of overall planning at the provincial level,pioneering pilot projects and serving the local areas,identifying a number of qualified and willing undergraduate colleges and universities to take the lead in exploring the application-oriented development mode,and turning the idea of running schools to training high-level technical and ski Students' ability of employment and entrepreneurship,and enhancing their service to local economic and social development,etc.Taking Inner Mongolia Autonomous Region as an example,this paper focuses on the study of government behavior in the process of transformation and development of undergraduate colleges and universities,tries to find out the factors that restrict the transformation and development of undergraduate colleges and universities,and puts forward strategies and suggestions to promote the transformation and development ofundergraduate colleges and universities,which provides valuable reference for local governments to further guide the transformation and development of Undergraduate CollegesThis study first makes an analysis of the connotation,causes and significance of the transformation and development of undergraduate colleges and universities,and points out that the transformation and development of undergraduate colleges and universities is the need to promote the upgrading of industrial structure,optimize the structure of higher education and implement the national strategic decision-making,which is conducive to the construction of modern vocational education system,the promotion of the characteristics of undergraduate colleges and universities and the improvement of Secondly,the paper summarizes the measures taken by the governments at all levels in Inner Mongolia to guide the transformation and development of undergraduate colleges and universities,and points out that the main factors restricting the transformation and development of undergraduate colleges and universities are imperfect laws and regulations,imperfect policy-making,poor information exchange,incomplete integration of industry and education,imperfect evaluation system and inadequate financial funds,and makes an analysis of the reasons for these constraints.Finally,from the aspects of unification of thinking,perfection of laws and regulations,establishment of working mechanism,and promulgation of supporting policies,this paper puts forward some strategies and suggestions for local governments to further promote the transformation and development of undergraduate colleges and universities.
