Our Investment In The Current Fiscal Graduate Education Policy Studies

Education plays an important role in promoting the development of economy, science and society in the nation. Higher education, aiming at cultivating professionals, is based on junior education and consists of professional education given by junior college and other equivalent education institution, and the education of postgraduates is the priority among priorities. In recent years, the number of postgraduates has been continuously increasing each year. In the late 1990 s, the number of postgraduates in our country increased rapidly, the number of registered and enrolled postgraduates had a dramatic jump each year especially in some key universities where the number of enrolled postgraduates was near that of undergraduates. The financial investment on higher education has always been a topic to a country. Postgraduate education is not only tightly related to education and cultivation of the highest talents, but also to the development of the nation’s economy and society. Therefore, the study on matter of financial investment policy is going to be concerned necessarily. Increasing the expenditure on education is the first step to promote the development of postgraduate education. The nation has ignored the importance of postgraduate education a long time ago. Postgraduate education, comparing with compulsory education and undergraduate education, has always been in a missing condition. This paper studied the financial investment on postgraduate education in our country, expressed the evolution of financial investment policy on postgraduate education and the understanding about this policy. This paper afterward indicated the importance of increasing the investment on postgraduate education and gives some suggestions about how to increase this investment, which is good for promoting the development of postgraduate education.Based on this cause, this paper analyzed the evolution of postgraduate financial investment policy according to the previous postgraduate financial investment policy in our country, expecting an optimization in postgraduate financial investment policy with the idea that it is good to optimize the postgraduate financial investment policy in accordance with the new situation in our country. This paper is made up of seven parts, of which the first part is introduction. The background, significance, idea and study methods are stated in this part. The second part generally stated the financial investment policy of higher education and reviewed the evolution of the development of postgraduate financial investment. The third part gave a complete understanding about the postgraduate financial investment policy in our country based on appropriation policy, scholarship policy and charge policy. The fourth part mainly analyzed the advantages and disadvantages exist in making and executing the postgraduate education financial investment policy in our country. The fifth part gave some optimizing suggestions about postgraduate education financial investment policy in our country. The sixth part is about conclusion and outlook.
