With the development of social economy and the popularization coming of higher education, the quality of university curriculum caused the extensive concern of academic and social community, soon after the status also is on the rise. Strengthen university curriculum management is objective requirement and important guarantee of the effect of curriculum implementation and improvement of curriculum quality. University curriculum management system is the authoritative and compulsory behavioral system which standardizes curriculum management organization setting, division of power and adjusts relationship among curriculum management related subject. It is also the assurance of achieving the goal of talents cultivation. Therefore systemically studying on the innovation of university curriculum management system is an important project of the innovation of university teaching management system. At present, university curriculum management in our country exists some practical difficulties and problems, which seriously influence the development of university curriculum and further restrict to achieve the goal of talents cultivation. Therefore it needs to be through reform and innovation of the system to guide its development towards the rational direction.The paper takes policy analysis, literature research method, and history method and questionnaire survey method. Firstly, from the system, to make the development of the university curriculum management system in our country divided into government “planning management” period, the transition of higher education management system and the gradually returning period of university decision-making right, which survey the related policy system and its mechanism of the university curriculum management system in different historic periods, in addition grasps the history outline and the policy direction of the university curriculum management system. At the same time combining with the realistic condition, from the macro and micro perspectives, around three main subjective dimensions that are government, university and society reveals the existing practical difficulties and reasons of the university curriculum management system in our country. Then, in view of the present practical difficulties and problems of the university curriculum management system in our country, the innovation of curriculum management system should adhere to improve the quality of the talent cultivation, take student-oriented and realize the value orientation of plural interests, thus realize the innovating goal of the university curriculum management system which are the curriculum goals cleared, management process normalized, and coordinated management of multiple subject. Finally, the paper proposes the specific paths and measures which are perfecting the government’s macro management mechanism for the university curriculum; perfecting balance mechanism of university internal curriculum management and creating collaborative mechanism which social forces participate in the university curriculum management.
