From one of the oldest institution of higher learning established in the United States,to growing into a world-class universities, Yale developed gradually with a second reform. In the 1990 s,influenced by the factors of economic and social development in the United States at the turn of the century, Yale university and some other colleges in US faces huge internal changes. Meanwhile, the deteriorating financial situation,as well as the tense relationship with New Haven at which it located,increase the pressure of reform for Yale University. In this context, Yale University set off a new round of reform wave,since Richard Levin took the post of president in 1993.This reform which lasted for 20 years helped Yale effectively resolve the series of crises, which hindered its development to Levin’s relinquishment in 2013.The reform also strengthened Yale’s first-class status and laid a solid foundation for the goal of Yale to develop itself into a global university. The reform process of Yale during the period of Levin has a very realistic reference value for over country at a critical period of reform and development.
