In view of the current health status of national youth civil servants, this paper regards youth civil servants of three cities in Northwest Shandong Province as the research object, the paper uses literature, interviews, questionnaires, mathematical statistics and logical analysis and other methods, make a thorough and comprehensive investigation and analysis of the young civil servants physical exercise conducted in three cities northwest. The results of the study are as follows:1. Young civil servants are recognition of physical exercise is very important for human health, but they lack of awareness of sport and body health, the overall health level of young civil servants in Northwest Shandong Province is low, part of the civil servants plagued by chronic diseases. The motivations for them to participate in physical exercise are varied, the most common motivation is to improve the physique,lose weight and ease the pressure of work.2. Physical exercise forms of the young civil servants in Northwest Shandong Province are of a wide variety, one of the most popular is running and walking, and then the outdoor sports equipment and ball games, female civil servants prefer soft sport, while male civil servants like against a more intense sport. Exercise frequency is generally low, most civil servants’ single average exercise time is more than 20 min,almost every exercise can reach the effect of exercise. About 80% of the civil servants don’t like to exercise alone, like to take exercise with family and friends, colleagues together, some like to participate in sports activities organized by the work place, only about 1/5 of civil servants go exercise alone.3. Civil servants are like to take physical exercise in public places, male civil servants prefer to some charges of sports venues, as the facilities and exercise effect are better. Female civil servants tend to choose sports facilities of the work place,because it is convenient and free; different gender of civil servants is distinct in the field of sports consumption idea and requirement of sports facilities. In addition, the backward sports equipment, limited sports facilities also has caused many civil servants have to choose other exercises.4. Sports consumption of young civil servants in Northwest Shandong Province is mainly buy fitness equipment and sports apparel and other physical aspects, less for spiritual consumption. From the level of consumption, the cost of the physical exercise is generally low, average consumption every month is higher than 100 Yuanaccounts for only 26.2% of the young civil servants in the physical exercise investigation, and about 40% of the young civil servants sports consumption under 30 Yuan a month or no sports consumption. This phenomenon with the development of local economy and sports industry has important relationship.5. The subjective factors affect young civil servants to participate in physical exercise is for "exercise are interested, but large inertia", "have no interest in physical exercise, do not wish to attend" and so on, mainly because of interests and understanding of physical exercise. Young civil servants are often at the start of his career, most people focus on working, then they have no spare time to take part in physical exercises, this has become a common problem. Other objective factor affect the region’s young civil servants to participate in physical exercise, is the limitation of equipment, and also factors such as economic restrictions and poor organization.6. Advise as follows: young civil servants in Northwest Shandong Province should set up the correct sports idea, develop good health sports exercise interest and improve the sports fitness facilities, adjust the time, the government must strengthen the construction of public sports facilities.
