Structuring is such a process in which individual action is combined with social structure and there is also an interaction between those two things. However, through structuring process which leads to the mobility, the giant structure can be constructed among people’s daily life. From the 1980 s, under the circumstance of structural loosing of the Urban-Rural Structure, millions of surplus rural labor came into cities.But nowadays, “Demographic Dividend” is going toward an end. With aging population in cities and the rigid demand of floating population, cities see a dilemma that needs meet with repelling. Meanwhile, operation methods in basic administration apartment are limited. Facing with both the influence of population increase and the rigid index from the superior department, basic governments have to replace administration with show which can truly perform the determination and the effect of administration. This research starting with the perspective on identity conversion of the floating population, use the Dramaturgical theory and the Structural theory as the main analysis framework. After that, through putting the floating population and the government into an unified system of discourse, the paper try to study the communication and interaction between those two parts in a relatively independent space. Then we can discuss the three questions under the dilemma: How does the perform process of Social Governance Performance formed? Have social creative governance and social integration which appeared as the scripts achieved their goals?How the government officer and the floating population volunteers, who are actors in this performance, are effected by the structure and search for personnel freedom?From the questions above, we can see that somehow the so-called social governance and social integration are just scripts, so that the social participation of the floatingpopulation neither has the initiative, nor achieve the effective management. On the contrary, the information of no-need to break the Urban-Rural Structure and the picture that people can achieve their identity conversion under the structure, which was transferred by the show, strong the certain structure. Thus, both the government officers and the floating population are trying to find out their personnel freedom in this solidified structure as some actors with initiative.The floating population problem caused by the Urban-Rural Structure is the deep and full reflection of social relationship. The whole research is meant to discuss the limitation of actors with relatively nous breaking the institutional framework through their own resources.
