The Study Of Floating Population Administration Lnstitional Lnnovatlon In The View Of Equalization Of Public Service

According to the sixth national census data in2010, the number of floating population in China reached261million, six Chinese will be a floating population. For a long time, China’s floating population management policy emphasizes on management rather than service. Floating population cannot enjoy equal public services with local residents. For the floating population making their own contribution to city development, they should not be excluded from the social welfare and public service system.Based on fairness and justice theory and governance theory, this article aims to analyze the institution of floating population from the equalization of public services perspective. From1949to now, Floating population management institution has experienced three stage of evolution, which includes the stage of the dual management under urban and rural division, the stage of valuing management higher than service and the stage of thinking highly of both management and service and gradually strengthening the service. As we can tell, floating population institution has an obvious change that floating population can have more equal rights and enjoy more public services. As floating population’s demand for public services are growing, government needs to innovate management system to respond. The article takes Zhongshan Jifenzhi as the example of institution innovation.Basing on survey in Zhongshan city, the article aims to analyze the status of public service of floating population and to explore the values and disadvantages of Jifenzhi. The significance of Jifenzhi is reflected in:first, it has explored a new mechanism to guide the floating population settled in the city; second, it is a new mechanism of the floating population acquiring public service; third, it shows how to manage the floating population effectively by affording their public services. And the main defect of Jifenzhi is that most of floating population still cannot benefit from it.Jifenzhi is a good example of floating population management institution innovation. But it also reflects some problems in practice. Based on experience of Zhongshan city, this paper summarizes a few problems of the floating population service management. First, the contradiction between supply and demand of the public services of the floating population is serious. Social Security enrollment rate of the floating population, especially migrant workers, is low. Third, public services equalization of the floating population is lack of financial support. To solving these problems, the article put forward several suggestions about how to improve the management of floating population. First, government should deepen service concept and strengthen the construction of service-oriented government. Second, management department should understand the current demand for public services of floating population correctly, to satisfy the most urgent demand at first. Third, center government should make overall plans on public service supply of migrant workers, and establish a social security system for migrant workers. Fourth, deepen the reform of public financial system and strengthen transfer payments.
