Teachers are the leading force of educational reform, Especially for distinguished teachers, so in a sense, they will influence the development of teachers in schools or area where they were to a large extent. In this study, the successful practice of development of distinguished Chinese teacher in primary school of tong shan area in Xuzhou city is as the research object and prototype. this research is not only to explore their successful personal factors, more important to explore the success of the cluster effect behind them, especially the factors and the driving force behind the cluster effect.The research is divided into three main parts, the first part is inspection of the cluster effect in practice, which based on the prototype of distinguished Chinese teacher of primary school in tong shan area and show the specific state and related activities, thus laying the cornerstone for the reflection of reality. The second part is the feature of the cluster effect of distinguished Chinese teacher development of primary school in tong shan area in reality, And the most important part of the third part, through the survey and related analysis theory is to explore effect motility and the reason of the cluster effect.This study based on the interviews to typical representatives of distinguished Chinese teachers in tong shan area and materials which are offered by them., combined with development of teacher, distinguished teachers development of related literature and theoretical analysis is concluded that the cluster effect of development of distinguished teachers makes the development of distinguished teachers from passive to independence, from individual to group, from the official behavior toward civil behavior. dynamic factors of the cluster effect are that professional identity is the foundation of the cluster effect, learning community provides the cluster effect organization carrier, teachers, reading summit offers the cultural field, and education enlightenment as the value orientation of the cluster effect makes teachers more rational development trend and freedom.
