School Development Planning in the 1980 s rises in the United Kingdom,China is also introduced international educational cooperation projects in the 1990 s, School Development Planning study and practice of school education reform at home and abroad is becoming the focus of attention.In recent years, various types of primary and secondary schools are formulating and implementing the School Development Plannings, for every school the School Development Planning is a guide, an important part of achieving management objectives, and a significant means to clear school development goals and then implement the plan in order to promote the school to continue moving forward. But now the formulation and implementation of primary and secondary School Development Planning is still facing various difficulties and problems, especially in some underdeveloped areas of education. Research on the formulation and implementation of the School Development Planning is still relatively weak, so it should be strengthened to formulate and implement School Development Planning scientifically, so as to provide the escorts for school long-term development.This paper bases on a case study of Shihezi City X school, and does a comprehensive and deep investigation and analysis of X School Development Planning formulation and implementation through the use of questionnaires, interviews, observations, document analysis and other methods. The paper combines the basic theories and concepts from the School Development Planning with the investigation data and materials of Shihezi City X school to carry out the following research areas: the situation analysis of Shihezi X school; the analysis of the formulation case of its School Development Planning; the analysis on the implementation case of its School Development Planning.The Study found that the School Development Planning has a very important role for the school development, and Shihezi X school existed some problems and faced some difficulties in the School Development Planning formulation and implementation. On this basis, the author makes the following recommendations basing on the existing problems in the formulation case of the School Development Planning: First, paying much attention to the early(preparation)work of the formulation in the School Development Planning, such as doing some training for the school teachers to strengthen their awareness on the school development planning; establishing a special planning functions; vigorously publicizing the Development Planning; persisting the bottom-up principle to solicit opinion. Second, the headmaster should continue to play a central role in the development of the School Development planning, he must update the concept, attach great importance to the School Development Planning, and provide strong action support for the development of School Development Planning. Third, schools should deal with the relationship well with administrative departments of education, and make effective communication with them. Last but not the least, the expert can not be ignored in Development Planning formulation. Then the author also make recommendations according to the existing problems in the implementation of School Development Planning: First, the implementation of the School Development Planning requires a good team, such as mobilizing the participation of teachers, building a good team to perform specific tasks in school. Second, the supervision of implementing the planning should be carried out effectively and school inspection efforts need increasing. Third, continuing to strengthen and improve the organizational culture to establish a good harmony cooperative campus network of relationships. Last but not the least, the higher administrative authorities should give schools more autonomy and provide advantageous space of implementation.The study helps to enrich the theoretical research of School Development Planning, and provides a reference for the formulation and implementation of School Development Planning. It will help to improve the effectiveness of school management, to establish a new relationship with education authorities, and prompt the school management in the direction of science, democracy and regulate development.
