School Development Planning (SDP) is a management concept firstly proposed in England in the 1970s, and known as a tool and technique to improve school management and quality of education and teaching. After-wards, some countries and international organizations have studied and learned from this project. SDP has had lasting international influence, and become one of hot issues in educational circles.After introduced into China in the 1990s, SDP has brought new vigor and provided new ideas to primary and secondary schools'development in this country. The 10 years of exploring into SDP had much research results. However, in respect to the current research results, research on formulation of SDP is still relatively weak. It is showed by the following two facts:firstly, theoretical research on formulation of SDP is very scattered and far from profound; secondly, practical problems remain in formulating primary and secondary schools'development planning. Therefore, it is an important and urgent topic to discuss how to formulate SDP.This paper carries out research on formulating SDP which firstly takes measures from the basic theory of SDP, and relies on managerial theory combining practice investigation materials. It includes the following steps:(1) to go through with preparatory work from the three aspects of agency's establishment planning theory's propaganda,school condition's investigation; (2) to analyze planning content from the five aspects of analysis of existing conditions,idea of running a school,strategic goal,development elements,support systems; (3) to discuss further work after formulation of planning from two aspects---how to establish scientific assessment for SDP, and how to build the pillars of system for SDP;(4) to put forward some suggestions about principals, experts, education administrative and directive departments'roles in formulating SDP.
