With the rapid development of society,the competition in the field of basic education has become increasingly fierce and the severe challenge has changed the survival strategy of schools.Therefore,schools must guide the development and reform of themselves through active planning.The compulsory education schools are the main body for the implementation of basic education in Shanghai.This paper intends to analyze the status quo of their School Development Planning(SDP),the problems they have,and the ways to get improved.This paper takes the planning status of SDP of compulsory education schools in Shanghai as the object of study,and uses methods of literature review,interviews and comparative studies to describe and analyze the texts and processes of SDP of 31 compulsory education schools.Through the analysis of the status quo,this study finds that the planning texts of the schools have the following problems: lack of rational thinking of the school situation analysis which is still the simple reflection of the reality,unclear goalsetting,too much or missing priority development programs,insufficient details of work measures and the quantification of marks,and lack of guidance of the contents of “support systems” of SDP texts.There exist two main problems in the planning process of SDP: the democratic participation becomes a mere formality,and the performance of the subjectivity of schools are not abundant.In allusion to the problems above,this paper puts forward some suggestions on how to make progress in the planning text content and the planning process,which mainly include: in the aspect of planning text,strengthening rational analysis so as to avoid the simple reflection to the reality,using more analytical methods according to the real conditions,understanding clearly the meaning of goal setting,paying attention to the connection of targets and the surrounding contents,using concise and precise language,noticing the number and quality of priority development programs,strengthening the refinement of work measures and the quantification of marks,enriching the content of “support systems”,noticing carefully the school budget and other aspects;in the aspect of planning process,creating a more favorable atmosphere for democratic participation for teachers,establishing channels of expression for the disadvantaged groups of schools so that the interests represented by the participants are more diverse,schools can carry out active communications with the education administrative departments to create advantageous conditions,targeted training can be provided for the relevant personnel,and measure taken by education administrative departments to unify and specify the SDP work in different districts of Shanghai.
