It is the action guiding principle for the autonomous development of colleges and universities and the guarantee to their success. Laying down the development planing scientifically will help a college or university to develop towards its set goals in an orderly and coordinate manner. However, there are problems in the formulation process such as failure to see its importance and low-level planning in our country, which adversely affects the construction and development of colleges and universities. The rise of such problems is largely due to the lack of systematic research on how to formulate development planning scientifically for colleges and universities. At the moment, researches on the issue are mostly scattered in books on education and these researches deal roughly with certain aspect of the contents and procedures of planning, having limitations on improving the scientific level of those planners. So it is apparent that a comprehensive, systematic and penetrating research on the formulation of development planning for colleges and universities is of vital importance and urgent. Because of this, this thesis researches into how to formulate development planning for colleges and universities.Based on the available references of research outcomes, this thesis by using documentation method and experience summarization, researches into the formulation of college and university development planning according to theory of knowledge.
