Research On The Cooperation And Development Strategy Of Higher Education In Western Region

With the acceleration of economic integration and the process of the popularization of higher education, higher education is playing a more and more important role in the national economy. There are a series of challenges with the development of information technology and knowledge economy, so that the regional cooperation must be imperative. The western region is vast but economically less-developed, and higher education resources distribution is imbalanced, the development of scientific research and human resources is backward. Therefore, how to narrow the gap and to improve the development level of higher education in Western China, is an important issue in the field of education research. To research on the development of the western region and the higher education cooperation, is not only helpful to strengthen the service function of regional economy and society, but also to enhance the comprehensive strength of the western higher education and the implementation of "revitalizing the nation through science and education" and "western development" strategy. In addition, it is conducive to the realization of the sustainable development of our social economy, and play the leading role of the radiation of higher education adequately.In this paper, higher education regional cooperation and development strategy in western region has been discussed from five aspects of the theoretical basis, background analysis, practice case, design strategy and strategic measure. Firstly, it analyzes the cooperation and development of regional higher education in western region of the nature, elements and theoretical basis, in order to guide the practice of cooperation better. Secondly, separately from the four dimensions of the coordination of macro environment, the western region development scale of higher education, higher education and economic and social development and higher education regional cooperation motive to analyze the basic reasons, elaborates the western region be richly endowed by nature geographical and cultural conditions, the development potential is huge and continuously enhance the comprehensive strength of higher education the practical conditions for the western region, higher education cooperation and development. In addition, through the analysis of higher education regional cooperation and development case, summarizes the typical cases at home and abroad experience, to provide evidence and reference for promoting cooperation. And then, put forward the strategic countermeasures of the specific content, including the basic principles,structure, main function models and practical form, the design with the economic and social factors in western region and the present situation of higher education, as theconcrete enforcement cooperation provides targeted recommendations. Finally, the strategic measure was studied, clear the system is composed of three key elements of organization structure, operation mechanism and institutional guarantee, to make sure the security area of western higher education can cooperate smoothly.All in all, this paper creatively designed the strategy for the region of western higher education cooperation and development and provided new ideas for the researchers and managers on research of western higher education cooperation. What’s more, it enriched the theoretical system of regional cooperation in higher education, and also to provide a new perspective of regional higher education resources sharing and communication.
