Taking great efforts to develop education courses so as to explore all kinds of talents has been becoming the commanding elevation for all countries in the world to compete and speed up their development. Carrying out the strategy of developing the Western Region and accelerating the development of the Central and Western Region are an important component of the China's Modernization Drive, representing a major decision on the part of the Central Committee of the CPC. This decision is based on a broad, long-term view of the situation and takes into consideration the overall interests of our country in the new century, and therefore is of great political and economic significance. The strategy of developing the Western Region can be carried out or not, mostly depends on raising the quality of the labors and the quality and the quantity of talents at all levels. Because of many a reasons, however, there exists an imbalance development and big gap in economy, society, culture and education between the Eastern Region and the Western Region in our country. Educational development standard in the Western Region still lags behind relatively that of the Eastern Region, especially the weakness in educational infrastructures has long been a bottleneck for the Western Region to accelerate their development, and from a long-term view, it not only can't meet the need of the development of the Western Region, but also will sternly affect the whole process of China's Modernization drive. The thrive and prosperity of a nation is tightly connected with its education, thus to quicken the step in developing the Western Region and shorten the big gap in development standard between the two regions has undoubtedly become the fundamental method to cut down the imbalance between the two regions and accelerate the process of our modernization drive andachieve the goal of rejuvenating the Chinese nation. In order to render more support to the implement of the strategy of vitalizing the nation by science and education, and concert the strategy of developing the Western Region and upgrade the educational standard of poverty-stricken areas in the Western Region, the Central Committee of the CPC and the State Council issued the Circular of Promoting Counterpart Aid between Schools of the Eastern Region and the Western Region, and launched the "two-program" that the counterpart aid program that matches eastern schools with schools based in poverty-stricken areas in the Western Region and the program that arranges for schools in large and medium-sided cities of the Western Region to assist schools in rural poverty-stricken areas, which requires schools in the Eastern Region and that in the large and medium-sided cities of the Western Region to help develop the education of the poverty-stricken areas based in the Western Region with the support of fund, teachers' training and exchange, educational managers' training , etc. by all kinds of means. As a significant measure, the "two-program" of educational counterpart aid involves a great number of provinces and cities and a large quantity of resources of human, materials and finance. Thus it will not be well carried out and bring into full play without a sound and effective running mechanism, because it is one of the major objectives and the main task of implementing the work of the counterpart aid program. But it is by no means an easy task to nation-widely carry out a research of its running mechanism because of the specific situations is different in the areas where the two-program is implemented. Therefore, this dissertation chooses the program carried out between Guangdong province and Guangxi Zhuang Autonomous Region as a typical example to study, with an attempt to find out some useful theories to guide the practice of the educational counterpart aid program between the two provinces and as well as other areas the whole country.
