U-A-S is a new and localized type of U-S cooperation based on the basic reality of our country. It is a new research method which requires the cooperation of universities, education administration institutions and schools. It is to study and promote the reformation and development of local schools with educational theory and research methods.Following the basic structure of discovery,analysis and solution and considering the practice of tri-lateral cooperation among universities, education administration institutions and schools in southern Xinjiang, this paper is to explore the new model of promoting the reformation of local schools. This paper combines theory and facts researches and adopts documentary, interviewing and factor analysis methods.The author has referred to over 30 related thesis and interviewed 48 teachers from two local colleges, 55 teachers from 8 primary and middle schools and 11 cadres from administration institutions.The interview includes the motivation for cooperation, the roles in cooperation, the form and contents of cooperation and the financial resources. It also focuses on the principal and teacher development, the building of school culture and school-oriented curriculum development. The interview reveals that due to the different values and motivations, the role in cooperation is blurry. All parties are lacking in impetus and time to communicate. And in addition, because of the absence of a long-term cooperative mechanism and supportive policies, the financial resources are also inadequate. At present, U-A-S cooperation in Southern Xinjiang is still at the primary stage. All parties lack the concept of introspection, the cooperation form is monotonous and the contents of cooperation tend to be unitary. In conclusion, the paper proposes five solutions: Creating conditions to establish partnership;specifying cooperation goals to orient the roles in cooperation; setting up stages to form a long-term mechanism; enhancing the support to stabilize the financial resources; deepening the cooperation to emphasize the common purpose.
