With the development of higher education, the large-scale enrollment of colleges and universities expands, and the number of graduates has increased year by year. A large number of university graduates flood into talent market, which injects fresh power into the society, and makes employment difficulty become the social universal attention, and get the great concern from the government. To fulfill China’s development needs, the study on the Communist Youth League organizations to promote college graduates entrepreneurship has important theoretical and practical significance.This paper takes T city’s Communist Youth League promoting college graduates entrepreneurial strategy as the research object, according to the theory of strategic management and marketing, referring to domestic and foreign advanced experience, using literature analysis, questionnaire investigation and case analysis. The analysis of the factors affecting T city’s university graduate entrepreneurship based on the analysis of 3791 valid questionnaires recovered from the "questionnaire star" and other open network platform, the orientation survey on colleges and universities Youth league organizations at the grass-roots level within the jurisdiction, and the understanding which focus on typical entrepreneurial success, meanwhile, the college graduates entrepreneurship conditions,using the SWOT analysis method,were analyzed, for finding that restrictions on the ability of college graduates entrepreneurship, factors of production, preferential policies, etc. Therefore, according to the theory of non-profit organization marketing theory, from the "T city Communist Youth league" marketing "entrepreneurship" perspective, to put forward the market segmentation, target market selection and market positioning, from four elements product, price, channel, promotion, to put forward the marketing combination strategy, and give security measures to promote the implementation of university graduates entrepreneurship. These have guiding significance to the entrepreneurship of T city’s graduates, and also have reference value to the entrepreneurial guidance of other areas.
