The number of higher education institutions and college students in Liaoning Province has increased rapidly since the increased enrolment policy took effect in 1999, but the higher education resources gather to the central cities such as Shenyang and Dalian. So the imbalance of region becomes increasingly outstanding, which is an unfavorable factor for the sustainable development of region and even the whole. So, based on this, I make systematic research on the convergence of regional higher education development in Liaoning Province with the methods of Gini coefficient and panel data analysis in this paper, in order to find the impact factors and change rules of the development of regional higher education in Liaoning Province, and to put forward some relevant suggestions for laying foundations of the coordinated development Liaoning Province.This study divides Liaoning Province into three zones:Coastal economic zone, Shenyang economic zone and Northwest economic zone. First of all, I introduce the theory of education equity and public goods as theoretical foundation; Secondly, I measure the development of regional higher education in Liaoning Province with the method of equivalent average comprehensive evaluation, and uses Gini coefficient and panel unit root test to prove that there is no a convergence in Liaoning Province; Thirdly, I use the relationship between average growth rate and base period level to test that there is no absolute β convergence in Liaoning Province, and introduce five important factors that impact the conditional β convergence of regional higher education development in Liaoning Province; Fourthly, I put the effect factors to join the model to inspect the conditional β convergence,and summarize the influencing factors of conditional β convergence regionally; Finally, according to the test results that there is only conditional β convergence in Liaoning Province, I put forward some suggestions to promote the coordinated development of regional higher education in Liaoning Province:promote the balanced development of regional economy, strengthen regional higher education cooperation, set policies of higher education according to local conditions. This study will provide theoretical reference for research the development of higher education differences, and also provide a research basis for setting policies.
