With the rapid and steady economic development,cultural differences between regions and the uneven development of history,resulting in the level of regional economic development uneven.Reflected in the education of college enrollment and education funding level of continuous improvement,and education generated by the accumulation of human capital in the development process of uneven distribution phenomenon.In this paper,based on the previous studies,this study is based on the actual development of each region,and the regional economy is based on the analysis of the differences in the geographical distribution of human capital.Development and education development,the relationship between educational investment and geographical distribution of human capital is described and analyzed in detail.Combining with the theoretical achievements of education,economics and mathematics,this paper explores the differences in the distribution of human capital from education investment Which can help to reveal the influence of educational investment on the distribution of human capital.It can provide empirical evidence for educational decision-making departments and has certain practical significance.This article assumes that human capital is a function of education funding,according to the availability of data and research rigor respectively on the stock of human capital and education expenditure to select the corresponding indicators for statistical description,and the use of econometric model,using panel data model analysis of 2000-2013 between China's eastern,central and Western Regions with different economic development level the difference between the distribution of human capital convergence,aims to reveal the influence of education investment difference and convergence of the distribution of human capital,provide a realistic basis for the better development of education finance policy.?-convergence can be understood as the difference between different regions will gradually shrink with the passage of time;?-convergence refers to the lower level of basic development of the region than the higher level of development have a higher growth rate,After a period of time to reach the same development rate with the developed areas,and later with the same pace of steady development.The results show that:(1)there is a convergence of human capital accumulation in china.With the development of economy and the improvement of the level of education investment,the accumulation of human capital in China is on the rise,and the regional differences tend to converge.In general,according to the Gini coefficient,the gap between China's human capital region gradually reduced,there is a trend of convergence,that is,the difference of human capital accumulation in China in 2000-2013.(2)there is a convergence of the education fundsand human capital accumulation among the regional groups.Through the test of beta convergence,the beta value of education funds in each group was less than 0,that is,the existence of beta convergence.(3)the effect of the increase of educational fund investment on human capital accumulation.Through the regression analysis,?=0.0075>0 of the eastern and central regions,that is,the investment of education funds is increased with the increase of human capital accumulation.The central region and the western region also have the convergence of the beta,?=0.02669>0,that is,the growth of education funds in the western region is accompanied by the growth of human capital on the basis of.Followed by the eastern region and the western region of ?=-0.0169<0,that is,the western region of the growth of investment in education funding is accompanied by the accumulation of human capital accumulation and the growth of the difference.
